With 15 years’ experience spanning transit agencies in Arizona, BC Transit systems like Kamloops and Prince George, Vancouver’s TransLink, Shilpa’s recent work has included leading the Pemberton Valley Local Transit Feasibility Study, development of on-demand alternatives for the City of Red Deer, developing public transportation options for BC’s Southern Gulf Islands, and leading a feasibility study and service implementation for the City of Yellowknife. In addition to co-leading WATT’s transit practice, her other areas of focus include on-demand transit, service optimization, and schedule and vehicle assignment analysis to support fleet electrification.

Tania brings 27 years’ experience in transit planning, scheduling and engagement and has worked with over 90 communities in five provinces and territories to plan new service, optimize existing transit systems and create phased implementation strategies. Prior to joining WATT in 2016, she was BC Transit’s Manager of Planning where she oversaw the long-term planning and service implementations for all 54 transit systems in BC outside of Metro Vancouver. As the co-lead of WATT’s transit practice, some of her other areas of expertise include infrastructure design processes, transit operational reviews, governance, strategic communications, engagement processes with front-line staff, paratransit service policy, transit planning with Indigenous communities, and strategic planning.

Andrew is a Senior Transportation Planner with over 10 years of experience supporting communities through data-driven transportation planning. His work focuses on helping municipalities develop effective transit and active transportation policies by combining traditional planning practice with data science and visualization techniques. Andrew is particularly interested in access-to-opportunity analysis, transit network management, bus speed and reliability, and enabling communities to use open data to better understand and improve their transportation systems.
Andrew holds a Master of Community and Regional Planning from the University of Oregon (2017). From 2022 to 2025, he served as a committee member on the Transportation Research Board’s Standing Committee on Transit Data, contributing to research and best practices in transit performance and analytics. He is passionate about creating safe, attractive, and convenient transportation options that allow people to walk, bike, and use transit as part of their daily lives. Andrew is motivated by work that delivers tangible benefits for individuals and strengthens communities.

Lainy brings nine years of experience in active transportation, multimodal mobility, and public transit planning. With a strong commitment to creating sustainable and people-centred transportation networks, she is an aspiring Professional Transportation Planner (PTP) who thrives on helping communities shift toward walking, cycling, and transit.
Lainy holds a Master of Community Planning from Vancouver Island University, along with a Bachelor of Political Science and a Certificate in Local Government Administration from the University of Northern British Columbia. Before joining WATT, she served as Superintendent of Transit Planning and Scheduling with the Regional District of Nanaimo, where she advanced service expansion and accessibility initiatives across the region. She is currently leading the Active Transportation Plan for the District of Lantzville, integrating innovative mobility strategies that maintain the community’s rural character while enhancing connectivity. Passionate about building healthier, low-emission communities, Lainy is inspired by the opportunity to support clients nationwide through thoughtful, practical solutions that improve how people move and connect.

Mallory has contributed to meaningful projects like the West Coast Transit Implementation, which introduced transit service to the west coast of Vancouver Island—connecting communities including Tofino, Ucluelet, Long Beach, and several Indigenous communities.
